The Office of Naval Research Young Investigator Program seeks proposals addressing research areas (as described in the ONR Science and Technology Department section of ONR's website at https://www.onr.navy.mil) which are of interest to ONR Program Officers will be considered. Contact information for each division (a subgroup of an S&T Department) is also listed within the S&T section of the website. Awards under this NOFO will be made only to U.S. Institutions of Higher Education which award degrees in science, engineering, or mathematics. U.S. Non-profit organizations operating primarily for scientific and educational services may also submit proposals. The Principal Investigator of a proposal must be a U.S. citizen, national, or permanent resident (on the date proposals are due), holding a first or second full-time tenure-track or tenure-track-equivalent faculty position at that university, and has received his/her PhD or equivalent degree on or after 01/01/ 2019. The term "national" of the United States includes a native resident of a possession of the United States, such as American Samoa.

In accordance with EO 14332, Improving Oversight of Federal Grantmaking, dated 7 August 2025, and EO 14303, Restoring Gold Standard Science, dated 23 May 2025, this Announcement seeks proposals from universities to purchase equipment and instrumentation in support of research in areas of interest to the DoW, reflecting the basic research priorities for the Department of War and advancing the administration and agency priorities (c.f., OMB memo M-25-34 “Fiscal Year 2027 Administration Research and Development Budget Priorities and Cross-Cutting Actions”). DoW interests include the areas of research supported by the Army Research Office (ARO), the Office of Naval Research (ONR), and the Air Force Office of Scientific Research (AFOSR). A central purpose of the DURIP is to provide equipment and instrumentation to enhance research related education in areas of interest and priority to the DoW. This is a special Notice of Funding Opportunity Announcement (NOFO) sponsored by the Air Force Office of Scientific Research (AFOSR), which will hereafter generally be referred to as “we”, “us”, “our”, or “AFOSR.” The Fiscal Year 2027 Air Force Young Investigator Research Program (YIP) intends to support individual early career scientists and engineers who have received their Ph.D. or equivalent degrees by 01 April 2019 or later showing exceptional ability and promise for conducting basic research. The program objective is to foster creative basic research in science and engineering; enhance early career development of outstanding young investigators; and increase opportunities for the young investigators to recognize the Air Force and Space Force mission and related challenges in science and engineering. Individual awards are made to U.S. institutions of higher education, industrial laboratories, for- profit, or non-profit research organizations where the principal investigator (PI) is employed on a full-time basis and holds a regular, non-contractor position. The Defense Advanced Research Projects Agency (DARPA) Young Faculty Award (YFA) program aims to identify and engage rising stars in junior research positions in academia and equivalent positions at non-profit research institutions, particularly those without prior DARPA funding, to expose them to Department of War (DoW) needs and DARPA’s mission to create and prevent technological surprise for national security. The YFA program provides high-impact funding to researchers early in their careers to develop innovative new research that enables transformative DoW capabilities. This is a special Notice of Funding Opportunity Announcement (NOFO) sponsored by the Air Force Office of Scientific Research (AFOSR) and Taiwan’s National Science and Technology Council (NSTC), which will hereafter generally be referred to as “we, us, our, or AFOSR.” We announce the solicitation for a three-year program entitled “Frontiers in Materials and Nanostructures: AI-Driven Discovery, Quantum Geometry, and Energy-Efficient Information Technologies.” The US Air Force-Taiwan Nanoscience Program is one of the Air Force Office of Scientific Research’s (AFOSR) International Research Initiatives. This international program is focused on shaping the direction and advancing the state-of-the-art in nanoscience research. Starting in 2002, grants were provided to Taiwan investigators to focus on basic research in specific nanoscience areas of interest as described by program managers at AFOSR or at the Air Force Research Lab (AFRL). In 2011 the program evolved to become a collaborative effort to pair US and Taiwan investigators to conduct basic science research on topics of common interest. In order to continue to provide opportunities for scientists to collaborate in emerging technology areas and to leverage their intellectual resources, AFOSR and NSTC are offering a new program dedicated to frontiers in materials and nanostructures in a variety of topic areas. This is an open call with open competition; therefore, all applications are welcome. Initial applications (pre-proposals) must have two investigators - one from a US institution or DoD Lab, and one from a Taiwan institution. Teams consisting of a US investigator and his/her counterpart from Taiwan are invited to submit a joint pre-proposal (white paper) indicating what their collaboration could accomplish with three years of funding. The DWFP Program’s mission is to protect deployed military personnel from arthropod vectors of medically relevant disease pathogens, including (but not limited to) arthropod disease vectors of tick-borne pathogens and mosquito-borne arboviruses, as well as nuisance biting arthropods and emerging arthropod threats such as the New World Screwworm fly. The DWFP Program seeks to fund original and innovative research that supports the Advanced Technology Development of new insecticides, or improved formulations of existing insecticides for vector control, new technology or enhanced modalities of personal protection from biting arthropods, or improved efficacy and sustainability of equipment for application of pesticides.

The program is sponsored and managed by the Basic Research Office, Office of the Under Secretary of Defense for Research and Engineering (OUSD [R&E]), awarded by the Air Force Office of Scientific Research (AFOSR), and administered through the Office of Naval Research (ONR). The DoD plans to award FY26 DEPSCoR appropriations through this announcement. DEPSCoR's objectives are to: (1) increase the number of university researchers in eligible States/Territories capable of performing science and engineering (S&E research responsive to the needs of the DoD; and (2) enhance the capabilities of institutions of higher education (IHE) in eligible States/Territories (listed below) to develop, plan, and execute (S&E) research that is relevant to the mission of the DoD, and competitive under the peer-review systems used for awarding Federal research assistance; (3) increase the probability of long-term growth in the competitively awarded financial assistance that IHE in eligible States receive from the Federal Government for S&E research. The Air Force Office of Scientific Research manages the basic research investment for the Department of the Air Force. We provide partial support for conferences and workshops as defined in the DoW Joint Travel Regulations in special areas of science that bring experts together to discuss recent research or educational findings, or to expose other researchers or advanced graduate students to new research and educational techniques in our areas of research interest. Under this FY26 grant agreement, academic partners will establish the National Center for Narrative Intelligence (NCNI) by executing RDT&E tasks across the following four pillars: workforce development, applied research infrastructure, collaborative networks, and strategic analysis for DoW leadership.
